Spanish police have the power to detain anyone not carrying a passport for identification.  The British Foreign Office is reminding all British people in Spain to carry a passport or high quality photocopy at all times.

Police in Spain can ask to see your passport at anytime, and may detain anyone who can’t produce a valid passport for identification.  They have the right to escort you to your hotel or home to find the passport, or hold you at a police station until your identity can be verified.
