New Rules For Electric Scooters In Spain

The use of electric scooters in Spain is now being regulated by the DGT, who are enforcing new laws designed to improve road safety for riders, motorists, and pedestrians.  If you own an electric scooter, here is a breakdown of the new rules which need to be followed.  Penalties for those caught not following the rules include heavy fines and scooter seizure.

Mandatory National Registration

Every privately owned e-scooter must now be registered with the DGT. You must carry a circulation certificate (digital or physical) that proves your vehicle meets technical safety standards. Much like a moped, scooters must now display a visible identification sticker or plate issued by authorized manufacturers after you register with the DGT.

If your scooter was bought before January 2024 and isn’t certified, you can still register it temporarily, but these non-certified models will be banned from Spanish roads entirely after January 2027.

Insurance For E-Scooters

Third party insurance is now mandatory for all electric scooters.  Policies typically range from €20 to €90 per year. Riding without insurance can result in fines between €200 and €800, and the police have the authority to impound the scooter on the spot.

Age Limits And Helmets

The use of a certified helmet is now mandatory across all of Spain. Riders must wear a reflective vest or tabard at night or in low-visibility conditions. Front and rear lights are also required. Electric scooter riders must be at least 16 years old.

Riding On Roads Only

It is now illegal to ride e-scooters on pavements or in pedestrian zones. Riders should use bike lanes where available. If not, e-scooters must be ridden on the road following the same direction as traffic. E-scooters are banned from motorways, dual carriageways, and tunnels.

No Alcohol Or Headphones

E-scooter riders are now subject to the same alcohol limts as motorists.  This means a breathalyser limit of 0.15 milligrams of alcohol per litre.  Using headphones or mobile phones while riding is prohibited and carries a €200 fine.

Electric scooters are certified for one person only. Carrying a passenger is illegal.
